White and Fluffy Brick

Do I have effervescence, or a bigger problem?

We have a very small front porch about 3×4 which has a full brick wall on one side, the front door on another and a wall half bricked up on the third wall. We first noticed granular material, like sand on the cement floor. Lately we have noticed a lot of white fluffy looking stuff on the brick. At least one brick looks like the mortar is worn from the brick.  My first thought was that it was some kind of insect. But after searching the internet, I think it may be something called cement effervescence. I read about bricks with too much lime doing the white moldy thing, but there was no mention with granular material associated with this.

Do you know what is causing the problem and how we can fix it?
