What steps should I take to paint over my wallpaper border?

Charlie: Joya in Roanoke, Virginia writes to us. She says, “I saw your video about painting over wallpaper, but I have a border.” She wants to know what should she do. She’s looked online and says it won’t work for her to float over a border. What do you say?

Tom: No, you can. In fact, you handle it just like wallpaper. I’ve done it many times with the borders, borders that were … Nobody uses wallpaper border anymore. It’s really kind of weird, but for a while there everybody was using them. It makes the ceiling come down lower in your eyes, so I don’t know why anybody invented this. You just do it just like you would handle wallpaper. If you want to pull it off, you can if it comes off easy, but if not, you end up pigment shellac over it. Float the bottom seam so it doesn’t open up, and go ahead and texture, and match the rest of the wall and paint it.
