Replacing a tile roof

My Mom has a clay tile roof on her house built in the 1980’s with no plywood underneath. It is leaking and I am told it can not be repaired because those type of tiles are not made anymore. The only alternative is to replace the entire roof with plywood underneath. Is this correct?

Tom: I would definitely get some second opinions on that and I would go with people who are very experienced in that type of roofing, and not just the regular roofing. I would probably, just let me see, call Ideal Roofing.
Charlie: Well, you know where that idea came from.
Tom: Yeah, because I know Jim over there, he does a lot of tile roofs. He did a lot for me, but the old days they did use purlins, and they did lay them on the purlins, and he might be able to find some tiles, or, you know, get creative and take tiles off some parts of the roof, put it on the others, and then not have to replace the entire roof, but maybe a small section with something else that nobody can see or could match somewhere else in the back or something.
