Tom: Heat and cold. Recessed lighting heats. And cold, and most importantly, it’s a hole in the roof and you have an attic or maybe some kinda space in between above it. And it’s really hot in there. And the heat the moisture is pushing that paint off. What I would do if you’re gonna repaint it is around those problem areas, I would get what paint you can off. Paint that area in little bit farther than just where the peeling is around those areas with a pigmented shellac. This will keep any of the moisture and that heat and stuff from pushing through, and then go ahead and repaint it and you should be fine. But it’s because it’s an older home, and you have air leakage in those areas.
