Bi-Polar Rooms

I have a 2000 sq ft brick home and 2 rooms on east side stay hotter in the summer and cooler in the winter.

I have central ac and heating with a 2 ton unit. I check my duct work in attic and found no problems rooms in rest of the home are fine. What could it be? Is there a good fix for this?
