Hot/Cold Water Issue

I want hot, but I get cold.

1. On the west side of my home (3 yrs old) hot water seems to accumulate in the early morning and comes out when cold water is turned on. There is an instant hot/cold water mechanism under the kitchen sink. It gets back to normal after you run the water and/or flush the toilet. Can’t contact the builder. Is there a fix for this?

2. Also looking at using open cell foam under my 1st floor(pier and beam; 4500 sf 1st floor) for insulation, moisture, and insect control. Is this worth the $7000? Right now we have worthless bat insulation that is already coming down and may not even cover the entire area.
