Paneling Re-Finish

I have a home that is filled with crown molding/paneling throughout the house.

The light “blond” staining and varnish or finish on the paneling is really worn, chipped and in need of refinishing. We’ve thought about refinishing it or even about painting over some of it but aren’t sure of how to go about it. One problem is that I’m, not sure if the stain and finish is water based or oil based. What do I do to determine what type of stain I have and what do I need to do to redo and/or paint over it? The other question is do I have to sand all of this stuff down?
